The last requirement for the Elite Tuners: Izzy's Tuner Challenge has been changed from "5 Purple Stars" to "6 Gold Stars" and as achieving 6 gold stars is impossible in this game, you can't progress further thru the event.

For now the only option to avoid this is, to downgrade to update 3.8.x!! There's a bug that makes the opponents impossible to beat in the first few races, where you're given a loaned version of the Lexus LC500 in Elite Tuners: Izzy's Tuner Challenge.
